DeLuca Test Equipment,
Inc. custom designs and manufactures Test Equipment capable of meeting
the requirements of ASME Code and NBIC for Production Testing of Pressure
Relief Valves. Our Test Equipment includes Steam, Air, Gas and Liquid
Test Media. We provide the Pressure Source, the Accumulator, the Test
Vessel and the Control Panel. As an option, we also offer computerized
data acquisition.
We conduct On-Site,
Hands-On, PRV Maintenance Training for the Nuclear Industry, Petro-Chemical
Plants, Oil Refineries, Pharmaceutical Manufacturers and Valve Repair
Shops worldwide.
We also develop and
implement ASME Assembler and NBIC "VR" Quality Programs. Our consulting
services include preparation for and participation in the National
Board Site Implementation Review.
Vince
DeLuca began his career in the Valve Repair Industry in 1939.
He established DeLuca Valve and Instrument as
a valve service company
in 1971. Vince participated on the National Board of Boiler & Pressure
Vessel Inspector committee which developed the Valve Repair “VR” Program
as well as the ASME Subcommittee on Safety Valve Requirements.
As a fully certified National Board of Boiler and Pressure
Vessel Inspectors,
VR stamp holder and ASME Section I “V” & Section
VIII “UV” certified Assembler, Vince DeLuca established
DVI as an industry leader required to service, rebuild, repair,
and test all types of Valves.
Due to the
industries high demands on valve
performance DVI and Vince DeLuca took an internal valve test
equipment manufacturing approach, in order to meet and exceed
valve reliability
expectations. In 1983 Furmanite recognized DVI success, consistency,
and reliability in the industry and purchased DVI in 1983.
Vince DeLuca continued working with Furmanite with the passion
for
Quality Assurance on valve reliability and testing. In 1987
Vince DeLuca
accepted a position with the National Board of Boiler and
Pressure Vessel Inspectors as an independent consultant on Pressure
Relief Valve Repair, Assembly and Manufacturing. Vince had
many requests
for help with test equipment design, but could not assist
due
to conflict of interest in his capacity as a National Board
consultant. Therefore, he decided to leave NBBI in order
to help the industry.
His passion in the valve testing aspect of service/repair
and the
entrepreneurial drive brought DeLuca Test Equipment to life
in 1995. Dean Mathews joined DeLuca Test Equipment to conduct
training
and
consulting and eventually to take over the manufacture of
test equipment.
Less than four
years after establishing DeLuca Test Equipment, Vince DeLuca
regretfully passed away in 1999. Ownership
of DeLuca Test
Equipment was passed to Vince DeLuca’s dear friend, and
colleague Alton Cox who served as Safety Valve Department Head,
QC manager
and Training Manager for DVI and Furmanite between 1978 & 1987.
Alton Cox serves as Vice Chairman of National Board Inspection
Code - Subgroup Pressure Relief Devices, Vice Chairman of ASME
PTC 25,
is a member of ASME Subcommittee on Safety Valve Requirements
and is Chairman of ASME Subgroup Testing. Alton is highly recognized
by the National Board as an expert in testing, setting, and repairing
Safety Relief valves and assists in SRV training classes at the
National
Board amongst a plethora of other Valve related service companies
worldwide. With the commitment and support of Dean Matthews,
former DVI colleague, Alton Cox continued Vince DeLuca’s
vision and developed the DeLuca Test Equipment known as one
of the leading suppliers
of Test units with a consistent reputation as the most reliable,
accurate SRV test units worldwide. The recent transition from
Alton Cox to Dean Matthews in 2006 will continue the legacy
of DeLuca Test
Equipment into the 21st century.
